Ukraine Locks in USD1.27B in Defense, Energy Commitments

(MENAFN) Ukrainian President Volodymyr Zelenskyy announced Wednesday that Kyiv has secured over €1.1 billion ($1.27 billion) in critical defense and energy support following a diplomatic tour across three European nations, with commitments aimed at bolstering the country's air defense capabilities, aviation fleet, and energy infrastructure ahead of winter.

In a Telegram post, Zelenskyy revealed that Greece has committed to providing guaranteed natural gas supplies throughout the heating season under a deal finalized in Athens, describing the nation as "an important energy hub for Ukraine and for all of Central and Eastern Europe."

France has committed to a major expansion of military cooperation, Zelenskyy disclosed, including a landmark agreement for Kyiv to procure 100 Rafale F4 fighter jets through 2035. The deal also encompasses SAMP/T air defense systems, cutting-edge radar technology, air-to-air missiles, and precision-guided aerial munitions. Paris is set to deliver an additional military aid package before year's end.

Spain has pledged €100 million ($115.7 million) toward the PURL program for air defense missile procurement, €215 million ($248.7 million) through the SAFE instrument, and €200 million ($231.4 million) for Ukraine's energy sector support, according to Zelenskyy.

The Prioritized Ukraine Requirements List (PURL) represents a US-NATO framework enabling European and Canadian alliance members to finance American-manufactured weapons systems for Ukrainian forces.

Madrid is also finalizing a supplementary defense package featuring IRIS-T air defense missiles, Zelenskyy added.

Ankara Diplomatic Mission
Earlier Wednesday, a Ukrainian delegation headed by Zelenskyy touched down in Ankara and paid respects at Anıtkabir, the memorial site of Turkish Republic founder Mustafa Kemal Ataturk.

Zelenskyy's chief of staff, Andriy Yermak, characterized negotiations as proceeding "in a businesslike, working atmosphere" while confirming ongoing coordination with officials from US President Donald Trump's administration, including special envoy Steve Witkoff.
